A new special report by the Audit Service records major delays in the submission and auditing of financial statements across Cyprus’ broader public sector.
As of 31 December 2025, a total of 6,734 financial statements for years up to and including 2023 remained pending audit. The backlog spans municipalities, community councils, school boards and other public-law entities.
The largest backlog is in community councils with 4,118 pending statements. School boards account for 1,897 pending statements, while municipalities have 237 pending statements for the 2010–2023 period.
The Audit Service stresses that delays in submission and audit completion weaken transparency and accountability. To speed up progress, a process was introduced in 2025 to assign audits to private audit firms under specific conditions.
