The Cypriot government has announced a decision with a double social focus: a unified legal framework for persons with disabilities and the use of air assets for urgent transplant-related needs.
President Nikos Christodoulides told the Cabinet that the move is a landmark reform, stressing that Cyprus is introducing for the first time a comprehensive framework linking social participation with independent living for persons with disabilities.
A core element is the decoupling of certain benefits from income criteria for people with severe disabilities. Funding of €106 million has been earmarked for 2026-2028.
At the same time, National Guard air assets will be made available for emergency transport of patients requiring immediate transplantation, as well as for organ transport where needed. The presidential aircraft is also expected to be included once fully operational again.
The government says it aims to complete parliamentary procedures quickly so the reform can be implemented without further delay.
