Parliament’s plenary approved unanimously two legal proposals that reshape how trafficking cases are handled in Cyprus. Under the new framework, the relevant powers move from the Deputy Ministry of Migration to the Ministry of Justice.

Sponsor Rita Theodorou Superman argued that human trafficking is a grave human-rights violation and a form of organised crime. In her view, such cases must be treated primarily through a criminal-justice lens rather than as migration management issues.

During the debate, lawmakers said the Deputy Ministry of Migration had acknowledged it could not effectively carry this portfolio. The transfer was therefore designed to proceed in coordination and without administrative delay.

MPs across party lines described the change as necessary and substantive. The key institutional message is that trafficking cases should now be managed within a clearer and stricter justice-system structure.
