New documents in the case of the Paphos municipal employees’ pension fund suggest that decisions taken in 2022 may carry potential criminal implications.

According to a legal opinion cited by “F”, the withdrawal of more than €1 million from the fund to purchase land for student housing could constitute multiple possible offenses.

The opinion refers to six potential offenses: theft, theft by agent, violation of wage-protection legislation, abuse of power, fraud and breach of trust by a public official, and disobedience to legal provisions imposing duty.

It also notes that, under the Penal Code, the mayor and municipal council members fall within the legal concept of public officials.

The case has already been examined by Paphos CID and police headquarters units, and the file was reportedly forwarded to the Attorney General on 13 January 2026. At the same time, disagreement remains over whether affected employees were informed before the decision was taken.

The matter remains open, with involved parties maintaining different positions on the legality of the actions and the exact amount withdrawn from the fund.
