An ambitious development proposal heralds a new era for Larnaca’s waterfront. Shajwawi Lebovich Karekla Developments Ltd (SLK) has submitted environmental studies to the Department of Environment for the “Horizon Towers” project, planned for the former Refineries and Petroleum Storage area within the Livadia Municipality boundaries.
The plan features six towers ranging from 70 to 86 metres in height, housing 530 residential units, two mixed-use buildings with restaurants, retail shops, a gym, spa and offices, along with green spaces, swimming pools and a padel court.
The investment is divided into two plots. Plot 1 includes two 20-storey towers standing 86 metres tall with 99 apartments, a five-storey mixed-use building and a large 550 sq m pool. Plot 2 will feature three 17-storey towers and one 16-storey tower with 332 homes in total, two 900 sq m pools and parking for 427 vehicles.
The land was provided by Petrolina, owned by the Levkariti family. Particular emphasis has been placed on groundwater management, as the proximity to the sea means excavations reach depths of 4.20 metres. The study proposes a system for re-injecting pumped water back into the aquifer.
Construction is expected to take approximately 18 months, with environmental impacts described as “minor to moderate” and fully reversible. According to the study’s conclusions, the project transforms a former industrial zone into a modern urban centre.
