Cyprus’ Audit Service has brought renewed attention to an unfinished eight-storey building on Spyrou Kyprianou Avenue in Nicosia, licensed in 2010 and still incomplete.
According to the review, the project remained stalled for years, with repeated amendments and ownership changes but no substantial progress toward completion.
The report notes that the original permit envisaged a reinforced-concrete structure, while a metal frame was erected in practice without the required approval, raising safety concerns.
The Auditor General says the prolonged abandonment damages the city’s image, creates public-health risks and highlights the need for stronger supervisory tools by the competent authorities.
