A big change for the Health sector is the bill submitted to Parliament. It aims to create a National Ambulance Authority. This authority will work under the Ministry of Health and oversee all ambulance services in the country.
The new Authority will handle coordination, call management, and dispatching ambulances from an Operational Coordination Center. It will also run an Accident and Emergency Management Center during crises and major accidents.
The bill sets up a strict licensing and certification system. It will create registries for providers, ambulances, and paramedics. Emergency pre-hospital care will only be provided by registered and certified groups. Plus, it requires systematic data recording and analysis to improve accountability, transparency, and system effectiveness.
As part of this new setup, an Advisory Committee on Emergency Pre-Hospital Care will be formed. This committee will include state agencies, health professionals, and patient representatives. The shift to the new system will happen gradually. Existing public ambulance services will keep operating until December 31, 2026.
